Location: 348 Avon Rd. (Home Properties of Devon) Bldg. L
Township: Tredyffrin
Station 2 was dispatched to the above address for an apartment building fire. The initial dispatch included Station 2, Station 15 (Radnor-Delaware County) for an Engine and Ladder, and Station 3 (Paoli) for an Engine and Tower.
Responding units were advised of one person trapped on a balcony. A subsequent update reported a second resident trapped as well.
The Working Fire Dispatch was requested by Chief 2 (C. Peterson) at 3:25 a.m. This added Station 24 (Gladwyne Fire Co.-Montgomery County) for the air truck, Rescue 4 (Malvern) for the Rapid Intervention Team (RIT), Rescue 5 (East Whiteland), three additional medics, and two additional Basic Life Support (BLS) units.
First arriving crews encountered numerous residents trapped on second and third floor balconies on the South side of the building. Immediately, rescue of the residents via ground ladders was initiated by a partial crew from Engine 2-0. The remainder of the crew entered the fire building to determine the location of the fire.
Crews from Station 15 assisted with the ground ladder rescues and initial attack on the fire room via a second floor balcony. Tower 2 and Ladder 15 were utilized to rescue residents from the third floor balconies. In total, 16 residents were rescued from the balconies on the South side of the building, including three small children. Two dogs also were rescued from the building. The residents moved to their vehicles and eventually Home Properties maintenance was able to open the recreational hall for them to move to. The Red Cross was called to manage the displaced residents.
Crews from the additional responding apparatus from Stations 2, 3 and 15 performed extinguishment, overhaul, and primary and secondary searches of all apartments. All searches came up negative. Entry was forced into many of the apartments. Positive pressure ventilation was performed to remove the smoke. Additional crews assisted with other operations as needed.
The fire was placed under control at approximately 4:00 a.m. Extensive overhaul was conducted in the fire room. Damage occurred to two other apartments on the 2nd floor. There was heavy smoke and heat damage throughout the second floor hallway. Smoke conditions were also present on the 3rd floor.
The Chester County Fire Marshal's Office responded and performed their investigation. They determined the cause to be accidental and approximate origin to be in the area of a couch in the family room.
There were no audible alarms activated in the building at the time of the fire. It is unknown if any manual pull stations were pulled.
Total fire loss was estimated $60,000. All units cleared the scene by 6:25 a.m.
There were no firefighter injuries. At 7:20 a.m. Ambulance and Medic 2-1 were dispatched to the recreation hall for a patient with respiratory difficulty. Two residents from the building were transported to a local hospital. No other reported civilian injuries.
Valley Forge Fire Co. (Engine 68-2), King of Prussia (Tower 47), and Malvern EMS (Amb. 4-2/Medic 4-2) stood by at Station 2 during the incident in case additional calls needed to be answered.
